Introduoed in <br />the United Statos Senate July 16, 1947 and referred <br />to the Committee on Public Works) <br /> <br />By Clifford H. stone <br /> <br />AN ANAL YS IS <br /> <br />Heretofore extensive analyses were prepared on S. 460 and S. 1716 provid- <br />ing for the creation of a Columbia Valley lluthority. The two bills "diedll with the <br />adjournment of the 79th Congress. The present bill (S. 1647) was introduced by <br />Senator Taylor in the first session of the 80th Congress. As yet no hearings have <br />been held on S. 1647 and no inforlJ'ation is available as to when, if at all. such . <br />hearings will be held. Since the former bills were fully analyzod, no effdttt is <br />made here to do moro than set forth tho additions, deletions and changes in language <br />made in S. 1647 and to includo appropriate comments. <br /> <br />In Gonoral <br /> <br />The fundarnontal provisions of tho Taylor Bill do not differ from those <br />contained in tho original bills. nor do thoy diffor matorially from the provisions <br />of tho bills horetoforo introducod for tho croation of a Missouri Valley Authority. <br />Tho futility of an attempt to overcome objootions whioh horotofore havo boon made to <br />proposod Authority logislation, was voiced by the Sonato Committoo on Irrigation and <br />Reclamation in its advorse report of Ootobor 18. 1945, on S. 555, (The Missouri <br />Valley Authority Bill). <br /> <br />The Committoo statod:. <br /> <br />lIThat the overwhelming opposition to tho creation of a <br />Missouri Valley Authority is based on fundamentals and will <br />not be overo orne by merc amendments............. II <br /> <br />m this recent bill, Seootor Taylor makes the same attempt found in <br />S.1716 by Senator Mitchell, to meet the objeotions that such legislation makos <br />impossible the recognition and enforcomont of State v~t0r laws.
