-!I

. 8 ,
.

There has been :informal discussion of jo:int f:inanc:ing of a major dam and
reservoir - probably :in the 200,000- to 300,000-acre-feet range - by the
Colorado River Water Conservation District, the Denver Board of Water
Commissioners and possibly other Eastern Slope water supply entities.

While the possibility of locat:ing a major reservoir high enough to allow
water to go :into Dillon Reservoir and then the Roberts Tunnel ltas been dis-
cussed, and still is an open option, two other proposals seem more
politically feasible:

e The Una Reservoir, with a damsite four miles east of DeBeque on the
Colorado River. It would provide municipal, :industrial and irrigation
water to the Grand Valley and nearby communities. But it also could serve
as a storage reservoir for the Denver Board of Water Commissioners :in a
scenario :in which: (1) water from the Eagles Nest Wilderness Area would
flow by gravity :into Dillon Reservoir; (2) Denver's needs for more avail-
able reservoir storage would be met by construction of Two Forks; and
(3) Una would be used as a compensat:ing reservoir to avoid drawdown of
Dillon Reservoir and Green Mounta:in Reservoir by Western Slope downstream
calls. In other words, Una would permit better management of Dillon
Reservoir and :increase potential diversions through the Roberts Tunnel
- providing Two Forks or an alternative also is built.

. Edwards Reservoir, with a damsite located two miles west of the town
of Edwards on, the Eagle River. This, too, could serve as a compensat:ing
reservoir, although it :involves a tributary to the Colorado River. A
jo:int venture on Edwards also might; :include the town of Vail and other
Eagle County communities.

Several other potential damsites have been studied and should be consid-
ered.

Action Agenda Recormnendation: Encourage a frank discussion of all parties
which are or might be :interested :in large jo:int venture dams and reservoirs.
Consider f:inancing Denver's share through the aforementioned suburban raw
water supply entity.
