<br />, <br /> <br />. <br /> <br />. <br /> <br />In 1956, Congress passed the Colorado River Storage Act (P. L. <br /> <br /> <br />84-485) (70 Stat. 105), which had such purposes as regulating the flow of <br /> <br /> <br />the Colorado River, storing water for beneficial consumptive use, making it <br /> <br /> <br />possible for the Upper Basin states to utilize their apportionments of <br /> <br /> <br />Colorado River System waters, as well as providing for the reclamation of <br /> <br /> <br />arid and semiarid land, controlling floods, and generating hydroelectric <br /> <br /> <br />power. The Colorado River Basin Act of 1968 (P.L. 90-537) (82 Stat. 896) <br /> <br /> <br />was an amendment to the Colorado River Storage Act of 1956, and one of <br /> <br /> <br />its overall purposes was "to provide for the construction, operation, and <br /> <br /> <br />maintenance of the Animas-La Plata Federal reclamation project, <br /> <br /> <br />Colorado-New Mexico," and certain other named reclamation projects. <br /> <br /> <br />Specifically, the Project is intended to provide irrigation water to <br /> <br /> <br />58,900 acres of land in Colorado and 8,560 acres in New Mexico, and to <br /> <br /> <br />provide municipal and industrial water to both states. Total acre-feet of <br /> <br /> <br />water for irrigation envisaged by the project would be 103,100 for <br /> <br /> <br />Colorado, 15,100 for New Mexico, for a total of 118,200 acre-feet. Water <br /> <br /> <br />for municipal and industrial use would total 41,700 acre-feet for Colorado <br /> <br /> <br />and _80,100 acre-feet for New Mexico. Of Colorado's 103,100 acre-feet of <br /> <br /> <br />irrigation water, 3,400 acre-feet would be for the Southern Ute Indian <br /> <br /> <br />Tribe and 26,800 acre-feet would be allocated to the Ute Mountain Ute <br /> <br /> <br />Indian Tribe. As to Colorado's 41,700 acre-feet of municipal and industrial <br /> <br /> <br />water, 26,500 would be allocated to the Southern Ute Indian Tribe and <br /> <br /> <br />6,000 acre-feet would be assigned to the Ute Mountain Ute Indian Tribe. <br /> <br /> <br />Providing water for Colorado's Indian tribes is a crucial consideration, as <br /> <br /> <br />we shall see. <br /> <br /> <br />As taxpayers, all of us are conscious of costs.
