Legislative declaration. (1) The general assembly <br />hereby finds and declares that: <br /> <br />(a) Colorado was the first western state to enact statewide water <br />conservation legislation; <br /> <br />(b) Water conservation and drought mitigation planning will benefit <br />all citizens of the state of Colorado; <br /> <br />(c) The "Water Conservation Act of 1991", which fostered a <br />statewide policy of improved urban water use efficiency and conservation, <br />provides the foundation that can now be enhanced to provide new technical <br />and financial opportunities for Colorado's communities regarding water <br /> <br />Capital letters indicate new material added to existing statutes; dashes <br />through words indicate deletions from existing statutes and such material <br />not part of act, <br />
