what laws enable you and Governor to do what you need to do. In that light, examine what else
is needed, and Brad will accumulate those reconnendations. The reconnendations will go
before the Governor. The Legislature will be done on May 8, it says in the Constitution they
have to fmish then. So, if legislation is needed that's why we are getting this information
together by May 1 st in order to put that through the system if needed.

The federal government in Washington does not have a organized way of view the drought as
you could expect FEMA to do when you have a flood. You wind up going to Congress
eventually and one of the nicest ways this state can get help is from the Western Governor's
Association and I'm sure Governor Owens would be a very powerful agent to get that group
thinking about all of this and the WGA often has a governor who takes drought leadership. It
would be very positive for this state and the West if Governor Owens would do that. Those are
points to think about but when you need some money from Congress, Colorado needs the
support ofthe WGA.

Governor Owens is a member of the WGA, and the WGA is working closely with Senator
Domenici and Senator Allard on comprehensive drought and legislation to be introduced here in
the Senate very shortly. There will be a resolution voted on June 22, at the WGA meeting.
Governor Owens is expected to be very active to the consideration of that resolution. We
already have our State experts (many who are centered around this table) and within our agencies
examing the Domenici bill and soon as we see the final product ofthis bill, we will also examine
a resolution in support ofthat bill.

Next Meeting Date

The next meeting date will be in a month, Thursday May 23rd, at 1 :00 here at Camp George in
this building.

Chronologically--seven weeks left of our Spring weather.

Adjoumed

Task Force Chairs will meet now.

Brad Lundahl
