Provide reliable water sources for upland small game, big game and nongame
species using water catchment construction and rehabilitation.

2. Reduce Grazing Impacts and Provide Alternative Forage

. Grass Banking - Produce forage or create alternative foraging areas on private
land for livestock producers displaced from public lands during drought or during
Emergency Stabilization and Rehabilitation Projects (fire rehabilitationl.

. Green Forage Agreements - provide cost-share to state fish and wildlife agencies
to enter into agreements with landowners to allow big game continued use of
croplands that are perennial depredation sites during periods of drought.

. Green Stripping - provide incentives to private landowners to convert portions of
cultivated cropland adjacent to public lands to big game forage and upland game
brood rearing habitat during periods of drought.

. Provide incentives to private landowners to defer grazing until after the nesting
season or reduce stocking rates on public lands to help maintain herbaceous and
perennial vegetation during drought.

3. Restore Upland Habitats to Reduce Impacts of Droughts

. Provide restoration of upland habitats to reduce impacts of future droughts
through actions such as sagebrush restoration and treatment of aspen through
cutting and burning to increase water yield.

. Provide additional wildlife enhancement cost-share through Farm Bill
conservation programs. Examples would include cost-share to replace non-native
monocultures with drought resistant native grasses on Conservation Reserve
Program (CRP) lands and additional incentives to convert cropland to good
wildlife habitai through continuous sign-up CRP programs.

. Provide cost-share for noxious weed control. Drought is a period when
landowners have more land out of production and a greater need to control
invasive plant species.
