<br />The meeting was held on Thursday, August 15, 2002, at the NOAA Climate Diagnostic
<br />Center, Those in recorded attendance included: Brad Lundahl, Stefanie Dalgar, Randal
<br />Ristau, Jack Truby, Treste Huse, Matt Knoedler, Henry Diaz, Scott Davis, Roger Pielke,
<br />Kristin Corash, Olga Erlich, Jerd Smith, Gary Bates, Randy Dole, Jeff Tranel, Keith
<br />VanderHorst, Mary Halstead, Bill Hansen, Jack Byers, Bob McLavey, Barry Cress,

<br />Brad Lundahl. Colorado Water Conservation Board. W ATF Chairman
<br />Brad Lundahl gave opening remarks and announced a potential Drought Conference to be
<br />hosted by Colorado State University on December 4,2002, The conference, if held, will
<br />be a discussion of what has happened to Colorado this year during the drought, and what
<br />we can expect in the future,
<br />
<br />Matt Knoedler. Office of Governor Bill Owens
<br />Mr, Knoedler handed out a letter addressed to the Congressional leadership from the
<br />Western Governors Association urging drought relief for the western states, He
<br />mentioned that Senator Allard was preparing to introduce legislation that would provide
<br />drought relief monies for Colorado farmers and ranchers,
<br />
<br />Keith VanderHorst. Division of Water Resources. Water Supply Conditions Update
<br />Mr, VanderHorst explained that the current SWSl (Surface Water Supply Index) nurnbers
<br />are very closed to the previous months nurnbers, but that there had been a slight increase
<br />in six of the seven basins, He continued to state that streamflow levels were still hitting
<br />record low levels in every basin across the state, He expects that most ofthe irrigation
<br />reservoirs to be near or completely empty by the end of the irrigation season,

<br />Mr, Byers mentioned that Colorado water levels are now below all 1977 levels, He said
<br />that the current rain is having very little effect on drought conditions, He also covered
<br />the current conditions for most of the river basins,
