Mr. Gillespie reported that our reservoir storage is at 75% of average statewide and 104% of last
yearnstill below average. He said in reviewing the demand season since 2002, the Arkansas
Basin's reservoirs have remained good but with no significant recovery; the Colorado Basin's
reservoirs recovered nicely last year even though they didn't get back to average, and they are
now dropping; the Rio Grand Basin's have a general downward trend; the Gunnison Basin
recovered in the spring, but is lower now; the South Platte's reservoirs rebounded well above last
year and are recoveringn things are looking up; the San Juan Basin's reservoirs have recovered
nice but are dropping now. He further said our reservoir storage is still in a deficit statewide; but
as a whole, we have been slightly recovering since 2002.

Keith Vander Horst, Division of Water Resources, Water Supplv Conditions Update
Mr. Vander Horst stated that SWSI numbers were on page 1 of his report, and they were all
negative with the exception of the South Platte. He also mentioned that all dropped from last
month except the South Platte.

Mr. Vander Horst reported the following infonnation about the streamflow numbers: The South
Platte near Kersey's streamflow is above average; the Arkansas Basin's streamflows are below
nonnal; the Rio Grande's are 35% of averagenstill very low, but above August of 2003 flows;
the Gunnison streamflows are 63% of average and 97% of 2003nslightly below last year but
better than 2002; Colorado's are 72% of average for August; Yampa's are below average and
lower than last year for August, and they are approaching 2002 levels; the San Juan and Dolores
Basin's are 51 % of average. He also mentioned that some streamflows are down to 2002 flows
now, and all but the South Platte's are still low.

---The following is a brief water supply conditions update. (A complete supply update was
distributed at the meeting and appears on the CWCB webpage at www.cwcb.state.co.us)

South Platte Basin
SWSI value (L 1) indicates that for August the basin water supplies were near nonnaL Reservoir
storage was 103% of nonnal at of the end of August. Storage levels in the major plains
reservoirs: Julesburg, North Sterling, and Prewitt are at 18% of capacity. Cumulative storage in
the major upper-basin reservoirs of Cheesman, Eleven Mile, Spinney, and Antero is at 78% of
capaci ty.

Arkansas Basin
SWSI value (-2.2) indicates that basin water supplies were near nonnal for August. Stream
flows at the gaging station near Portland were 491 cfs, as compared to the long-tenn average of
981 cfs. Storage in Turquoise, Twin Lakes, Pueblo, and John Martin reservoirs totaled 63% of
nonnal at the end of August.

Rio Grande Basin
SWSI value (-3.0) indicates that basin water supplies were well below nonnal in August. At the
end of August storage in Platoro, Rio Grande, and Santa Maria reservoirs totaled 53% of normaL
Precipitation in Alamosa was only 0.60nO.59 inches below normaL To date, Alamosa has
received only 4.15 inches of rain in 2004.
