Acknowledgements

This report represents the brain work of a large number of people and organizations that
sought to create something, a Drought & Water Supply Assessment, that had not been
previously created - in terms of its scope with respect to the number and kinds of
questions that needed to be asked, and its reach with respect to the number of different
people and organizations that graciously committed their time and personal energy to
contribute to the assessment. Those organizations that provided invaluable support
throughout the planning, development and implementation of this project includes those
listed below.

. Executive Directors Office of the Department of Natural Resources
. Directors Office of the Colorado Water Conservation Board
. Office of Water Conservation of the Colorado Water Conservation Board
. State Engineers Office (Division of Water Resources)
. Division Engineers in All Seven Major River Basins
. Department of Local Affairs
. Flood Protection, Water Supply Planning and Finance, Water Supply Protection, and
Stream and Lake Protection Sections of the Colorado Water Conservation Board

In addition, various consulting firms provided expertise and experience in the database
management, water rights and water administration, carry-over storage, water
conservation and drought planning, drought mitigation, statutory framework of water
conservation and drought management, public relations, human environmental behavior,
and the general nature of drought. These skills were used to bolster and support our
team's efforts in crafting, testing and administering the assessment, ultimately allowing
for the characterization of water user needs across the state. Consulting firms, and
noteworthy individuals, that contributed to the preparation of this report include:

. Bouvette Consulting
. Resolution Research & Marketing, Inc.
. Brownstein Hyatt & Farber, P. C.
. Golden Rule Marketing
. CDM
. Boyle Engineering Corporation
. HDR Engineering, Inc.
. Richard Pinkham Consulting
. John Wiener

Finally, we are extremely grateful to the organizations and individuals that took time
from their busy schedules to provide technical review and support during the testing of
the assessment instrument and in the review of the final draft document. These
individuals and entities, to which the document and the project are indebted, include:

. Larry Adams, Town of Crested Butte
. Steve Aveschoug, Dolores Water Conservancy District

2/1 7/2004
