4

3. Recommended actions
The April 1 snowpack is considered a good measure of what Colorado's water outlook will be
for the remainder of the water year. As we get closer to this critical date the task force is urging
enhanced drought preparedness, mitigation, and public information activities, and to consider
implications if our winters continue to be on the dry side.

The task force will continue meeting monthly to closely monitor the situation.

Continue ongoing water user/rangeland user drought education and awareness efforts being put forth by
Coop extension, Division of Water Resources, and F ederaIland agencies.

Continue work towards development of a drought status graphic.

Continue to focus on mitigation efforts outlined in the Colorado Drought Mitigation and Response Plan.

Proceed with vulnerability assessment efforts such as the Colorado Drought water survey.

Review agency roles and responsibilities outlined in the Colorado Drought Mitigation and Response Plan.
Impact task force chairs are advised to develop membership lists and provide them at the next meeting.
The drought plan can be referenced online at:
hl.!n;!!ww.)'{,.\h!.i.\&\i.\l.~,.w,.l!~hmn!J:'\J!JJj~.i.\.U"J.l.~b.l!bJJ.l<i.\ti.Qn~,lJ.!I!J.

4. Other Items Discussed

Drought Water Survey
CWCB has hired Bouvette Consulting to produce and undertake the survey of Colorado's local
water systems and their vulnerability. Tracy Bouvette provided a handout showing the project
approach and gave a brief presentation on how the survey will proceed. Objectives of the survey
are to determine what the status of drought preparedness is across the state, to identify
communities that might be at risk, and identify how CWCB can help improve drought
preparedness at the community level. The survey will target close to 5,000 water users. The
project will be conducted in four phases: Phase 1- Profiling and Database Preparation; Phase IT -
Survey Development and Testing; Phase lIT - Survey Refmement and Testing; and Phase N -
Data Evaluation and Reporting. Feedback is welcomed on this topic: "If you had one question to
ask Colorado's water users, what would it be?"

5. Next Meetinl!:
The next meeting of the Drought Task Force will be held Thursday, March 21, from
1 :00-3:00, at the National Weather Service in the NOAA Skaggs Building (lD 403), in
Boulder.
