Colorado on which to base his
recommendation, Colorado offered to have the USGS evaluate both methods in the Arkansas River
basin and report on the suitability of the PCC method for determining pumping taking into
consideration how the pumping is assigned to user groups within the Hydrologic-Institutional Model.
The study will be done through the USGS Cooperative Program. It is expected to take at least two
years to accomplish and will require $50,000 for the first year. The USGS cost share will be
$25,000, and $25,000 will be used by the State Engineer to purchase and install meters on a
randomly selected number of wells.
