<br />3.11 Restoration of Emergency Infrastructure Repair Loan Account Balance <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The Board recommends a total of $960,000 be transferred from unreserved cash in the <br />Construction Fund to bring the balance in the Emergency Infrastructure Repair Loan Account back <br />to $2 million, Since its creation in 1993, the Board has authorized 7 loans with contract amounts <br />totaling $960,000 from the account for qualifYing projects in Montezuma, Larimer, Rio Blanco, <br />Douglas, Clear Creek, and Las Animas counties, <br /> <br />3.12 Salinity Control Program Loans <br /> <br />The Board recommends it be authorized to expend a cumulative total of $1,000,000 from <br />unreserved cash in the Colorado water conservation board construction fund for loans to participants <br />in the Colorado river basin salinity control program, Such loans shall be at the terms and conditions <br />the Board determines after review and approval of each potential participant's application. The loan <br />amount shall not exceed 50% of the total cost of constructing any particular salinity control project. <br /> <br />3.13 Horse Creek Basin Loan Account <br /> <br />At the January 1997 meeting, the Board recommended the creation of the Horse Creek Basin <br />Account in the Construction Fund. The account should have an initial balance of$915,000. The <br />Board recommended it be authorized to make loans from the account to borrowers in the Horse <br />Creek basin for the purpose of acquiring water rights, with an initial loan for up to $825,000 from <br />the account to the Horse Creek Water Users Association, <br /> <br />CWCB FY96 Annual Report, page 24 <br />
