<br />Xssues Associated with out-ot-Basin Water Transters <br /> <br />nrrRODOCTXON <br /> <br />Last year, the colorado legislature recognized the need to <br />examine the questions arising from the controversy surrounding <br />out-of-basin water transfers. They approved Section 11 of S.B. <br />87, the Colorado Water conservation Board construction fund bill, <br />authorizing a scoping analysis of the statewide consequences of <br />transfer of water resources from the basin-of-origin for use in <br />another basin. The Board was directed to consult with the <br />Colorado Water Resources Research Institute and to determine <br />through public discussion the extent of interest in and support <br />for a thorough study of these consequences. <br /> <br />The Colorado Water convention is a forum for pUblic <br />discussion regarding transfer of water from one basin to another. <br />The proceedings of this convention will be published by the <br />Colorado Water Resources Research Institute for use by the <br />Colorado Water Conservation Board, the public and their elected <br />representatives in determining the need for a .subsequent <br />thorough investigation" of the statewide consequences of the <br />transfer of water resources from the basin of origin for use i~ <br />another basin. <br /> <br />To assist the Board and to facilitate discussion at the <br />Colorado Water convention, the Institute has put together this <br />scoping analysis. The analysis seeks to outline in one document <br />the areas of concern arising from out-of-basin transfers of <br />water. The areas are listed in categories, with brief <br />explanation of why they are issues of concern. Questions that <br />decision makers and the public need to consider are listed in <br />each category. <br /> <br />j <br />
