River Storage Project (CRSP) required to recover the four endangered fish species of the upper
Colorado River. including the San Juan River. Loans from the account must be apprO\"cd by the
General Assembly in accordance with Section 37-60.1:!2(I)(b), CRS. The Board shall detennine
the interest rate and repayment period for each loan. Interest earned in the account is credited to the
Consrruction Fund. The State Treasurer was directed to transfer 52,000.000 from unreserved funds
in the Construction Fund into the account.

2.11 Reserve for Transfer to the Species Conservation Trust Fund

Pursuant to HE 98-1006, the State Treasurer was directed to transfer S 1 ,500,000 from unreserved
cash in the C\VCB Construction Fund to the newly created Species Conservation Trust Fund.
Expenditures from the fund are intended to promote conservation of native wildlife species whose
populations are declining. The Genera! Assembly initdly appropriated 5 I 0 million i:1to the fur.d
from several sources. The Executive Director of the Department of Natural Resources, in
consultation ,....ith the eWCB and the Colorado Wildlife Commission. must annually prepare a list
of programs eligible to receive funding from the fund.

2.12 Publications Account

In 1994 through 5894.029, the General Assembly created the Publications Account within the
Construction Fund. A starting balance of 55,000 was transferred into the account. Fees were
established by the Board to recover costs for disseminating data and to be able to recover costs for
minor expenses such as photocopying. Revenue to the account is now derived mainly from the sale
of board meeting notebooks. The publications account has been used to publish documents related
to the Instream Flow Program and a brochure for the Office of Water Conservation.

The ending balance of the Publications Account since its creation in 1994 is shown below. The
balance in the account was 57,809 on June 30, 1998.
