Colorado's multi-year plan identifies certain effects or conditions to
be achieved or strived for and lists those goals and objectives necessary to
achieve the desired effects or conditions. This will be possible only if
the multi-year plan is supported by annual plans of operations at all levels
by programming the actions and assignments needed to reach objectives and
goals highlighted in the multi-year plan. Therefore, Annual Plans of
Operation at each administrative level will emphasize specific actions
needed to achieve the objectives outlined in this multi-year plan.

Further, so that we have an effective planning tool, we have set
priorities on these resource problems and established goals for
accomplishments.

This multi-year plan will be reviewed annually, and amended, revised or
updated as necessary, to be sure the document is a viable plan and useful
for developing annual plans of work.
