<br /> <br />I <br />I <br />I <br />I <br /> <br />SECTION I <br /> <br />FOREWORD <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />The Soil Conservation Service is concerned with man's environment and <br />its complex interactions--between water and soil; between plants and soil <br />and water; between people and machines and soil; between wildlife and plants <br />and soil; between wildlife and people; between rural and urban people; <br />between landowners and landusers; between farmers and suburbanites; between <br />units of government and people; and between people and their use of natural <br />resources. <br /> <br />One of the biggest challenges we are faced with today is the challenge <br />of zeroing in on objectives and priorities which will result in the most <br />effective and enduring conservation accomplishments to meet these concerns. <br />No longer is it adequate to assume that resources will be available to <br />immediately meet all of the soil and water conservation needs in Colorado. <br />Hard choices must be made each year in the use of SCS funds. A sound basis <br />for making program and staffing decisions must be available. <br /> <br />This multi-year plan has been developed to provide that basis.
