<br /> <br />I <br /> <br />I <br /> <br />select plant materials adapted for forage production <br />(pasture and hayland) on saline soils. <br /> <br />I <br /> <br />develop and test plant materials for temporary cover during <br />critical seasons on both irrigated and nonirrigated crop- <br />land to prevent wind and water erosion. <br /> <br />I <br /> <br />Erosion from Wind <br /> <br />There is an urgent need to: <br /> <br />I <br /> <br />discontinue government incentives that promote farming of <br />marginal lands. <br /> <br />I <br /> <br />promote incentives such as cost-sharing and low interest <br />loans, that encourage no-till and minimum tillage <br />practices. <br /> <br />I <br /> <br />develop economic data that supports conservation tillage. <br /> <br />I <br /> <br />promote programs that encourage conversion of marginal <br />lands to permanent vegetation. Support innovative incen- <br />tive programs, such as low interest loans for conservation, <br />special tax credits or reductions, and special agricultural <br />districts. <br /> <br />I <br /> <br />I <br /> <br />develop economic data that proves the fallacy of farming <br />marginal soils and soils with marginal moisture regimes. <br /> <br />I <br /> <br />implement an accelerated information program to promote <br />farming practices that bring soil loss to tolerance <br />limits on both irrigated and nonirrigated cropland. <br /> <br />I <br /> <br />develop plant materials for field barriers to prevent wind <br />erosion during critical periods when the land is <br />unprotected. <br /> <br />I <br /> <br />promote use of strip cropping adapted for use with modern <br />farming equipment. <br /> <br />WHAT SCS CAN DO <br /> <br />I <br /> <br />The Soil Conservation Service can address all of the items needed to <br />arrest wind and water erosion of Colorado's cropland by a concentrated <br />publicity and selling program on the adoption by the landuser of already <br />proven conservation practices. This effort needs to be carried out through, <br />and with the support of, Soil Conservation Districts. Soil loss could <br />easily be reduced to ~ithin loss tolerances by the adoption of a good <br />residue management program. Residue management can be sold by increased use <br />of demonstrations and field trials to show its success. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />III-7 <br />
