I

I

I

SECTION II

SHORT AND LONG RANGE OBJECTIVES

In 1981, the Soil Conservation Service issued a twelve-point agenda.
Among the twelve goals the agency established were:

I

I
I

I

I

I

o

Give high priority to soil erosion reduction; flood prevention;
water supply, quality, and management; and agricultural land
retention, especially where opportunities to sustain and improve
agricultural production capacity of the resource are greatest.

o

More effective participation by conservation districts, state soil
conservation agencies, and other units of local and state government
in planning and carrying out an effective nationwide soil and water
conservation program.

o

Expand use of innovative, cost-effective, and energy-efficient
technology in addressing priority conservation needs.

o

Increase the proportion of the work force providing direct service
in the field, thus reducing overhead and improving the efficiency of
program operations.

The 1982 Resource Conservation Act (RCA) Program Report presents a list
of short and long range objectives:

I

LONG TERM OBJECTIVES

o

Address erosion and other factors that reduce the long-term produc-
tive capacity of the Nation's soil and water resources. Assist
landowners in applying and maintaining soil and water conservation
systems that assured sustained productivity on land threatened by
excessive erosion.

I

I

I

I
I
I

I

I

I

,..,~:.,:_ '<~j:< .~. 'N ............._,-

o

Reduce flood damages where the risk of flood damage is high, occurs
frequently, or is excessive by using modern technology to apply
structural and nonstructural measures.

o

Improve rangeland currently in poor or fair condition.

o

Assist landowners in increasing irrigation efficiencies, targeting
assistance to areas where irrigation impacts on surface or ground
water supplies, water quality, instream flows and economic
stability.

o

Continue to assist state and local governments in reducing agricul-
tural nonpoint source pollution of water.

o

Encourage the retention of prime and unique farmlands to the maximum
extent possible.

II-I

,-,;:-;j/,;:'~f.:>'~
