Equitable division of the waters of Costilla Creek (Art. I) <br /> <br />2. Remove present and future causes of interstate controversy (Art. I) <br /> <br />3. Assure the most efficient utilization of water (Art. I) <br /> <br />4. Provide for integrated operation of existing and prospective irrigation facilities in the two states <br />(Art. I) <br /> <br />5. Adjust conflicting jurisdictions of the two states over irrigation works diverting and storing water <br />in one state for use in both states (Art. I) <br /> <br />6. Equalize benefits of water from Costilla Creek (Art. I) <br /> <br />7. Place the beneficial application of water on an equal basis in both states (Art.
