Water Project Construction Loan Program - Project Data
Borrower. Bijou Irrigation District (BID) County: Morgan 8 Weld
Project Name: Empire Reservoir Project Type: Reservoir Rehabilitation
Drainage Basin: South Piatte Water Source: So. Platte River
Total Project Cost: $740.000 Funding Sources: CWCB, BID
Type of Bortower: Agricultural Aver. Delivery: 19.900 acre-feet
CWCB STTFPBA Fund Loan: $666,000 Interest Rate: 2.50% Term: 30 years

BID is a statutory Irrigation District (905) and owns and operates Empire Reservoir located west of
Fort Morgan in Weld and Morgan Counties. It is an off-stream reservoir primarily impounded by
four separate dams constructed in about 1905. Water is diverted from the South Platte River
through the Empire Intake Ditch. The water srorage rights are 37,709 acrfeet and there is one
refll right. The water siorage at gaqe height 30.0 is 36,142 AF. Currently, the reservoir is restricted
to a gage height of 29.0 by the SEO. The reservoir has a history of seepage problems through the
Outlet Dam and the Mclnryre Dam, but the East Dam had toe drains installed in the mid -1980's.
The SEO has concems about seepage increase and stability due to the additional head from stortn
runoff, and has required the installation of an emergency spillway. The proposed project will
consist of the construction of new unregulated 40' wide spillway and outtall channel with a crest
elevation of 30.0. The one-foot increase in stora9e height will result in 2,682 AF of recovered
storage. In atldition, the project will include 4,400 linear feet of toe drain located in the Outlet Dam
and the Mclnryre Dam. BID is a special taxing district (hat levies a taz per acre, with an
assessment zone currently consisting of 19,177 acres. The existing levy of S10 per acre will be
increased to 512 per acre for CWCB loan repayment.
. ;,..,.
, a m. .
