Appendix C lists projected monthly pumping and wellhead depletions for each AGUA
member well. Wells are arranged by ditch user group. Pumping and wellhead depletions (or in
some cases stream depletions) are also included in Appendix C for wells covered by separate
substitute water supply plans which will be administered by AGUA (see Section 8).

5.2 Stream Depletions

For the purpose of determining stream depletions, the AGUA wells were grouped as shown
in the column titled "Ditch Assignment" in Appendix B. A well was assigned to a particular ditch
user group if the well is located within the water service area of the ditch. Wells for which ditch
assignments were not provided by the State were located on maps and ditch assignments were made
accordingly.

Estimated lagged stream depletions for Rule 3 wells in the "Gray Area" are determined by
running the State's Groundwater Accounting Model with monthly inputs of wellhead depletions as
shown in Appendix C. Rule 4 wells in the "Blue Area" (generally the Fountain Creek alluvium and
Arkansas River alluvium between Pueblo Reservoir Dam and Fountain Creek), and Rule 5 wells in
