<br /> <br />e <br /> <br />e <br /> <br /> <br />Recommended Amendments to Rock Creek Project Authorization <br /> <br />The Board recommends that the 1987 authorization for the <br />Rock Creek project be amended to authorize construction of <br />either Rock Creek or Muddy Creek Dams. Both are feasible <br />alternatives to meet the same water needs, with the Muddy Creek <br />Dam having now been identified through the EIS process as the <br />preferred alternative. The authorization for Rock Creek Dam <br />would remain at $9 million at 5\ for 25 years. The <br />authorization for Muddy Creek Dam would be for $13.06 million <br />at 5\ for 25 years. The Board would be authorized to provide <br />financial assistance to only one or the other of these two dams <br />under this recommended amended authorization. <br /> <br />Further, the Board recommends that if the project sponsor, <br />the Colorado River Water Conservation District, applies for a <br />mitigation grant pursuant to section 37-60-122.2, CRS, then the <br />loan assistance to the project should be reduced by the amount <br />of the grant. In this way, the total financial assistance to <br />the project from Board sources would be 50 percent of project <br />costs. <br /> <br />Recommended Amendments to Lone Cabin Project Authorization <br /> <br />The Lone Cabin Reservoir repair project was authorized for <br />$80,000. The repayment period was 28 years. The cost share <br />was recommended to be 80/20 percent. The project was expected <br />to cost $100,000. <br /> <br />The repairs, undertaken during the summer and fall' of 1988. <br />were more complicated than expected. They involved the <br />unanticipated replacement of a control valve and outlet gate at <br />an additional cost of $8.788. <br /> <br />Financial conditions among company shareholders appear to <br />be such that continuation under the originally authorized loan <br />arrangement is not feasible. The company proposes to <br />contribute $10.000 toward the $103,000 completed project cost. <br />Further, in order to keep annual payments at about $5.000. the <br />repayment period would have to be extended from 28 years to 40 <br />years. <br /> <br />The Board recommends that the project's previous <br />authorization be amended to increase the loan from the Board to <br />$92,700 and the repayment period to 40 years. provided that the <br />company pays $10,300 from its cash reserves. <br /> <br />Recommended StudY of Fish Culture and Propaqation <br />for Endanqered Fish <br /> <br />The Colorado Squawfish, the Humpback Chub. the Bony tail <br />Chub, and the Razorback Sucker have been listed either as <br />thre~tened or endangered species by the U.S. Fish and Wildlife <br />Servlce (USFWS) under the federal Endangered Species Act.
