<br />(3) In the event House Bill No. I1B7 is not enacted, the
<br />olorado water conservation board i:s authorized to make the
<br />easibility study authorized by subsection (1) of this section
<br />sing the full amount of the three hundred thousand dollars
<br />($300,000) from such moneys as are, or may hereafter become,
<br />vailab1e to the Colorado water conservation board
<br />onstruction fund.
