Acknowledgments

The preparation of this book would have been impossible without
the help of many people. There is not sufficient space here to thank
all of them, but I would like to single out a few for their extraor-
dinary contributions in helping with the publication of this volume.
Two of our fellow partners, Anne T. Thomas and Gregory K. Wilkinson
served as an editorial board for the book. Ms. Tbomas has been a
partner with Best, Best & Krieger for nearly 20 years and is an ex-
pert in all aspects of water law. Her review of several of the chapters,
particularly the water rights chapter, was invaluable. Mr. Wilkinson
has over 20 years of experience in California and international
water law. For much of that time he has been a key participant in
the Bay-Delta process. His contributions to the book give it depth
and insight that could not be have been obtained simply by relying
on secondary sources.
Janice L. Weis was the primary author of the chapters on
endangered species and water transfers. She was an associate with
Best, Best & Krieger for six years and is currently on the staff at
Lewis and Clark School of Law in Portland, Oregon. Michelle Ouellette
was the primary author of the water rights chapter. She is a sixth
year associate with Best, Best & Krieger. I also must thank the firm's
management and policy board for its continued support in allowing
Art and me to work on this book. Without their faith that this volume
would be completed, it would never have been published.
Many summer associates, paralegals, and staff helped with the
researching, proofreading, and cite checking of this volume. One in
particular, Kevin Clark, must be singled out for the extraordinary
amount of time and effort he put into reviewing the text. Others who

ix
