The legislative enactments <br />were the Colorado River Compact, the Metropolitan Water District <br />Act, and the Boulder Canyon Project Act. Secondly, there were con- <br />tracts between The Metropolitan Water District and the United States <br />for power and water, and finally the Seven Party Agreement between <br />the members of the "agricultural group" and those of the "city group" <br />for the allocation of California's rights to Colorado River water. <br />The Metropolitan Water District of Southern California (MVvD) <br />was organized as a public corporation on December 6, 1928, pur- <br />suant to the Metropolitan Water District Act, wbich is found in the <br />California Water Code Appendix, page 109-1. The Act provided a <br />means for cities and other governmental subdivisions to join together <br />to develop a water supply. As of 1938, the members were the cities <br />of Anaheim, Beverly Hills, Burbank, Compton, Fullerton, Glendale, <br />Long Beach, Los Angeles, Pasadena, San Marino, Santa Ana, Santa <br />Monica, and Torrance. MWD has since grown to include San <br /> <br />19 First Annual Report, page 7. <br />
