A <br />significant portion of this water is used for water-intensive crops <br />such as alfalfa, cotton, and irrigated pasture, which comprise over <br />three million acres of California's agriculture.7 <br />Urban use in California is about 7.8 million acre-feet per <br />year, but not nearly as much urban water can be reused as agri- <br />cultural water, and therefore the net urban water usage is 6.7 mil- <br />lion acre-feet. Environmental water uses also take a significant <br />amount of water. The average annual outflow from California's <br />wild and scenic river system is 17.8 million acre-feet, and 7.9 mil- <br />lion acre-feet in drought years. This water cannot be stored and <br />diverted for consumptive use.
