<br />3. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The Colorado Board of Health, created pursuant to C.R.S. 9 25-1-103, <br />establishes water quality standards and requirements for monitoring, <br />treatment, siting, and other requirements. The Water Quality Control <br />Division implements these regulations, with oversight by the EP A. <br /> <br />4. <br /> <br />Wellhead Protection Program: <br /> <br />a. Section 300h-7 ofthe Safe Drinking Water Act requires each state to <br />develop a program to protect its public ground water sources of <br />drinking water (or "wellhead protection areas") from contaminants <br />which may have any adverse effect on the health of persons. <br /> <br />b. The Colorado Water Quality Control Division has developed a <br />voluntary, non-regulatory wellhead protection program to encourage <br />public water suppliers and private well owners to use state guidelines <br />to develop individual plans to keep their ground water sources clean. <br /> <br />5. <br /> <br />Source Water Assessment & Protection: <br /> <br />a. Section 300j-13 ofthe Safe Drinking Water Act (as amended in 1996) <br />requires each state to develop a source water assessment program <br />("SWAP"). <br /> <br />b. Colorado's SWAP involves three basic steps: (I) identifying the <br />source water areas; (2) listing the potential sources of contamination; <br />and (3) determining the risks to the drinking water. <br /> <br />24 <br />
