<br />AGENTS <br /> <br />DEPARTMENT OF <br />NATURAL RESOURCES <br /> <br />Administers programs dealing with water, <br />forests, parks, wildlife, minerals and <br />development of a state resource policy. <br />Coordinates all naturai resource activities. <br /> <br />Colorado Water <br />Conservation Board <br />Five members ex-officio and nine members are <br />appointed by the Governor. Formulates policy <br />with respect to water development programs. <br />Administers flood piain regulations and water <br />project construction funds. Authorizes <br />acquisition of minimum stream flow rights. <br /> <br />Colorado Wildlife Commission <br />Eight members are appointed by the Governor. <br />Through the Division of Wildlife. is responsible <br />for wildlife management, including the <br />acquisition of water necessary for wildlife <br />purposes, the preservation or conservation of <br />wildlife, assessing mitigation of impacts on fish <br />and wildlife caused by development and <br />coordination with other state agencies in the <br />acquisition of instream fiow rights. <br /> <br />DEPARTMENT OF HEALTH <br /> <br />Colorado Water Quality <br />Control Commission <br />Nine members are appointed by the Governor. <br />Establishes policy and sets standards and <br />regulates surface and groundwater quality. <br /> <br />Water Quality Control Division <br />Enforces water quality control reguiations and <br />certifies all wastewater treatment operators. <br />Administers safe drinking water program. <br /> <br />Board of Health <br />Adopts drinking water standards. <br /> <br />Page 24 <br /> <br />Colorado Water Administrators <br /> <br />SURFACE WATER <br /> <br />Has overall responsibility for <br />management of state's surface <br />waters through the seven water <br />divisions. Determines that there is <br />unappropriated water available for <br />withdrawal by a proposed well <br />before he may issue a permit to <br />drill it. If a well and a surface <br />decree are using the same water <br />source, both shall be charged to <br />the user's water right. <br /> <br />Division Act under the supervision of the <br />Engineers State Engineer to enforce the laws <br />of the state relative to the distribu- <br />tion of water. They have general <br />control over water commissioners <br />in their division. <br /> <br />State <br />Engineer <br /> <br />Water <br />Judges <br /> <br />Are appointed by the Colorado <br />Supreme Court from the roster of <br />District Judges within the water <br />division to hear all water cases. <br />Their rulings of water rights may be <br />appealed to the Appellate Court. <br /> <br />Investigate and rule on water <br />rights. Their rulings may be <br />appealed to a Water Judge. <br /> <br />Water <br />Referees <br /> <br />COLORADO WATER RESOURCES AND <br />POWER DEVELOPMENT AUTHORITY <br /> <br />Is an independent authority which may initiate, <br />acquire, construct and operate water projects. <br />It has the authority to finance projects through <br />the issuance of revenue bonds. Nine members <br />are appointed by the Governor. <br /> <br />GROUNDWATER <br /> <br />Carries out the decisions of the <br />State Groundwater <br />Commission in designated <br />groundwater basins. Issues <br />permits for all other wells <br />outside designated basins. <br />This decision may be appealed <br />to a water referee or judge. <br /> <br />Consists of 12 members, three <br />of whom are state water <br />officials. Nine are appointed <br />by the Governor; six must <br />reside in the designated <br />groundwater basins. Of the <br />remaining three. one must be a <br />resident farmer from Water <br />Division 3 (in which all water is <br />groundwater) and two must <br />represent municipal or <br />industrial water users, one of <br />whom must be from the <br />western slope. <br /> <br />Local Made up of water users who <br />Management may regulate the irrigation wells <br />Districts in their district. May not issue <br />permits. Many have been <br />formed and are operating <br />successfully.
