The Study's consultants were familiar with PACSM due to previous <br />collaborative efforts with Denver Water in the MWSI Project <br /> <br />. Denver Water has provided the Study consultants all necessary access to <br />PACSM data and assumptions for purposes of validation and review. <br /> <br />. It was the Study consultants' opinion that PACSM is the most comprehensive <br />and detailed model of metro Denver area water rights and water supply <br />systems currently in existence. <br /> <br />. PACSM is an application of the Boyle Engineering Stream Simulation Model <br />(BESTSM), which has been widely applied and accepted in other river basin <br />studies, <br /> <br />. Use of PACSM was a cost effective and superior alternative to developing a <br />new model or relying exclusively on historical data. <br /> <br />PACSM simulates the surface water hydrology, water rights and operations of <br />water supply systems in the South Platte River tributary to the Henderson gage and in <br />the Colorado River Basin down to and including the Grand Valley diversions. PACSM <br />was designed to help Denver make comparative analyses for the assessment of <br />various historic and proposed river basin management policies, The model is capable <br />of simulating very complex physical systems operating under the water rights provisions <br />of the Prior Appropriations Doctrine, PACSM operates on a daily time covering the <br />1947-1991 period of hydrologic record and incorporates routing of stream flows <br />between different locations, <br /> <br />In PACSM, a river basin is represented as a system of "linked nodes", Each <br />node or measurement point represents a diversion, a stream gage a reservoir a point <br />requiring a minimum stream flow, or any other location where information is known or <br />needed. The nodes in the system are "linked" by river channels canals, pipeines, <br />ditches or aqueducts, PACSM performs all basin accounting and flow routing between <br />river nodes, The model represents complex networks consisting of multiple stream <br />branches with complex cross linkages and off-channel facilities, <br /> <br />The simulation function of PACSM is primarily controlled by the water rights input <br />to the model. Using water allocation priorities the model simulates the following types <br />of water rights: <br /> <br />. Direct flow rights; <br />. Reservoir storage rights; <br />. lnstream flow rights; <br />. Operational rights (rights pertaining to reservoir releases); and <br />. Exchange rights. <br /> <br />Each water right is given a basin priority and location. PACSM then sorts the water <br />rights by input rank and simulates the water rights in order of priority.
