We believe that Denver's
estimates for this location are the best available data and are satisfactory for the
purposes of this study. We have therefore adopted Denver's natural flow estimates for
this gage location without adjustment. Natural flows estimates for the South Platte
below Chatfield gage location are presented in Table 1-2 and Figure 1-2.

1,1,2.3 South Platte at Denver

For this gage location we once again relied on Denver's natural flow estimates
for PACSM. To develop natural flow estimates for this location, Denver used the
following general equation:

South Platte at Denver natural flow =
South Platte at South Platte natural flow +
Plum Creek at Louviers historical gage flow +
Bear Creek at Morrison historical gage flow +
Cherry Creek Below Cherry Creek Lake gage flow +
(natural stream gains for the Metro stream reach between South Platte at South
Platte gage and South Platte at Denver gage)

Denver quantified the natural stream gains for the Metro stream reach between
the South Platte and Denver gages via mass balance analysis using daily data for
stream flows, di'lersions, wastewater and power plant discharges, changes in resel'loir
storage and resel'loir evaporation within this reach.

We believe that the error represented by Denver's use of historical gage data for
Plum Creek, Bear Creek and Cherry Creek as part of this natural flow estimate is
insignificant, gi'len that the combined historical depletions in these tributaries consist of
less than 5,000 acres of irrigation and very small amounts of domestic and municipal
use, We believe that Denver's estimates for this location are the best available data
and are satisfactory for the purposes of this study. We have therefore adopted
Denver's natural flow estimates for this gage location without adjustment. Natural flows
estimates for the South Platte at Denver gage location are presented in Table 1-3 and
Figure 1-3.

Hydrosphere Resource Consultants. 1002 Walnut Suite 200, Boulder, CO 80302
