2003 AccomDlishments

Completion of Fountain
Creek Watershed Plan
In October2003, the Pikes Peak Area
Council ofGovemments (PPACG) and
Pueblo Area Council of Governments
(PACOG) Boards of Directors adopted
the Fountain Creek Watershed Plan,
which was a three-year effort that
began in 2000. The problems, issues,
critical arcas, and regulatory programs
identified in the Plan form the basis
for a coordinated regional approach
between PPACG and PACOG and all
11 local governments in the watershed
to resolve important issues regarding
protection and restoration of the
watershed. The primary purpose of
the Plan is to identify and prioritize
watershed issues, provide integration
with other projects in the watershed,
and provide opportunities for public
input.

Army Corps of Engineers
Watershed Study
The Army Corps of Engineers
(ACOE) Watershed Study was initiated
in April 2003 and is expected to
be completed by 2007. The Study
will result in the further evaluation
of projects under other ACOE
Authority Programs to address flood
control, erosion. sedimentation. and
environmental restoration. The ACOE
Study is a 53 million project, and the
total cost is being equally split by the
federal government and state/local

Aerial Photography
Analysis
Historical aerial photographs
of portions of Jimmy Camp and
Cottonwood Creeks were analyzed
to gain a better understanding of
temporal and spatial changes in
erosion. sedimentation and flooding.
Results of the Study arc available on
the wcbsite.

Public Outreach and Education
Activities included quarterly
newsletters. presentations to schools.
updates on the webpage. and public
outreach meetings.

Watershed Plan that will be implemented
include the following:

GIS database

. Examine the effects of
impervious surface area

. Establish watershed
indicators

The Watershed Plan
forms the basis for a
coordinated regional
approach to resolve
important issues
regarding protection
and restoration of the
watershed.

Army Corps of Engineers
Watershed Study
Activities in 2004 will focus on
hydraulics and sediment transport
modeling. review of mapping and GIS
information, records and literature
search, site visits. and field work.

Public Outreach and Education
An annllal newsletter \vill be
published, presentations will be made
to schools and stakeholder groups. and
updates will posted on the wcbsite.

Map Modernization
Members will work with the
Colorado \Vater Conservation Board
on the Map Modernization Program
to provide maps and data in a digital
fonnat that reflect the latest topographic,
hydrologic, and hydraulic infonnation
available. This is an ongoing effort and
pre-scoping will be conducted in 2004.
The Scope of Work is expected to be
completed by March 2005, and the
maps arc expected to be completed in
2006. A white paper that will provide
an overview of this effort is being
developed.
