<br /> <br />" <br />I-- <br />I <br />/ <br /> <br /><-~Fountain Creek Watershed <br /> <br />2003 AccomDlishments <br /> <br />Completion of Fountain <br />Creek Watershed Plan <br />In October2003, the Pikes Peak Area <br />Council ofGovemments (PPACG) and <br />Pueblo Area Council of Governments <br />(PACOG) Boards of Directors adopted <br />the Fountain Creek Watershed Plan, <br />which was a three-year effort that <br />began in 2000. The problems, issues, <br />critical arcas, and regulatory programs <br />identified in the Plan form the basis <br />for a coordinated regional approach <br />between PPACG and PACOG and all <br />11 local governments in the watershed <br />to resolve important issues regarding <br />protection and restoration of the <br />watershed. The primary purpose of <br />the Plan is to identify and prioritize <br />watershed issues, provide integration <br />with other projects in the watershed, <br />and provide opportunities for public <br />input. <br /> <br />Army Corps of Engineers <br />Watershed Study <br />The Army Corps of Engineers <br />(ACOE) Watershed Study was initiated <br />in April 2003 and is expected to <br />be completed by 2007. The Study <br />will result in the further evaluation <br />of projects under other ACOE <br />Authority Programs to address flood <br />control, erosion. sedimentation. and <br />environmental restoration. The ACOE <br />Study is a 53 million project, and the <br />total cost is being equally split by the <br />federal government and state/local <br />governments. The Scope of \\lork can <br />be found on the website. <br /> <br /> <br />----- .. <br />- <br /> <br />_ -Lo,cal_W~aJer:.5b~eJj r...eROIJ~S_ _ <br /> <br />Aerial Photography <br />Analysis <br />Historical aerial photographs <br />of portions of Jimmy Camp and <br />Cottonwood Creeks were analyzed <br />to gain a better understanding of <br />temporal and spatial changes in <br />erosion. sedimentation and flooding. <br />Results of the Study arc available on <br />the wcbsite. <br /> <br />Public Outreach and Education <br />Activities included quarterly <br />newsletters. presentations to schools. <br />updates on the webpage. and public <br />outreach meetings. <br /> <br />2004 Activities <br /> <br />Fountain Creek Watershed <br />Plan Implementation <br /> <br />Strategies <br /> <br />Strategy recommendations <br />contained in the Fountain Creek <br />Watershed Plan that will be implemented <br />include the following: <br /> <br />. Expand and update the <br />GIS database <br /> <br />. Examine the effects of <br />impervious surface area <br /> <br />. Establish watershed <br />indicators <br /> <br />The Watershed Plan <br />forms the basis for a <br />coordinated regional <br />approach to resolve <br />important issues <br />regarding protection <br />and restoration of the <br />watershed. <br /> <br />Army Corps of Engineers <br />Watershed Study <br />Activities in 2004 will focus on <br />hydraulics and sediment transport <br />modeling. review of mapping and GIS <br />information, records and literature <br />search, site visits. and field work. <br /> <br />[ower Fountain Creek <br /> <br />Public Outreach and Education <br />An annllal newsletter \vill be <br />published, presentations will be made <br />to schools and stakeholder groups. and <br />updates will posted on the wcbsite. <br /> <br />Map Modernization <br />Members will work with the <br />Colorado \Vater Conservation Board <br />on the Map Modernization Program <br />to provide maps and data in a digital <br />fonnat that reflect the latest topographic, <br />hydrologic, and hydraulic infonnation <br />available. This is an ongoing effort and <br />pre-scoping will be conducted in 2004. <br />The Scope of Work is expected to be <br />completed by March 2005, and the <br />maps arc expected to be completed in <br />2006. A white paper that will provide <br />an overview of this effort is being <br />developed. <br />
