However, a federal commit- <br /> <br /> <br />ment cannot be made until the non-federal funds are available. It does <br /> <br />appear reasonably certain at this time that federal funds can be made <br />available on either a grant and loan basis or purely on a loan basis. <br />If the first alternative is the only one that can be carried out, this <br />would involve a state expenditure of $160,660. Because of unknown <br />future cost escalations, state funds in the sum of $200,000 should be <br />budgeted for the project. Any unused appropriation would remain in the <br />revolving fund and become available for construction of other projects <br />upon approval by the Colorado General Assembly. <br /> <br />RECOMMENDATION AND PRIORITY <br /> <br />It is recommended that an appropriation in the sum of $200,000 for <br />fiscal year 1975-76 be sought from the Colorado General Assembly to <br />construct a domestic water system for the community of Allenspark in <br />accordance with either of the budget alternatives heretofore set forth. <br /> <br />. <br /> <br />-6- <br />
