<br />1.0 Introduction <br /> <br />The general welfare of the State of Colorado depends upon a continuous and reliable supply of <br />clean water. The state's ability to supply water to meet the present and future water needs must <br />consider in whole the available water supplies and the efficient management, conservation, and <br />preservation of those supplies. It is further recognized that the state's water supplies are subject <br />to interstate compacts and equitable apportionment decrees which require large amounts of water <br />arising in Colorado to flow downstream to other states, and that water supplies are also variable <br />and subject to periods of prolonged and extreme droughts. <br /> <br />Considering these factors and in anticipation of the need to continue to answer future questions <br />on several issues affecting Colorado's water resources, the 1994 Colorado General Assembly <br />passed Senate Joint Resolution 94-32. This resolution requested that the Colorado Water <br />Conservation Board and the Division of Water Resources jointly inventory and briefly <br />summarize recent studies made concerning Colorado's water supply and water needs. <br /> <br />This document is in response to Senate Joint Resolution 94-32 (See Appendix A). The format <br />and numbering system used correspond to that in the resolution. <br /> <br />1.1 Objectives <br /> <br />The objectives of SJR 94-32 are to: <br /> <br />. Inventory the information readily available for each water division of the state <br />regarding water supply, drought periods, anticipated shortages, existing and future <br />needs, compact limitations and other information regarding the efficient <br />management, conservation and preservation of its water resources. <br /> <br />. Identify the nature and extent of information needed to enable the state to make <br />informed decisions regarding the efficient management, conservation and <br />preservation of the water resources of the state. <br /> <br />. Set forth a plan to obtain the information identified above. <br /> <br />. Perform the above activities with existing staff resources. <br /> <br />1.2 Approach <br /> <br />The approach taken to fulfill SJR 94-32 was as follows: <br /> <br />.
