<br />Executive Summary <br /> <br />The general welfare of the State of Colorado depends upon a continuous and reliable supply of <br />water. Management of that supply requires consideration of many factors, including, available <br />supply, demand, conservation, preservation, compact and federal decree constraints, and drought <br />preparedness. Considering these factors and in anticipation of the need to answer future <br />questions on several issues affecting Colorado's water resources, the 1994 Colorado General <br />Assembly passed Senate Joint Resolution 94-32. This resolution requested that the Colorado <br />Water Conservation Board and the Division of Water Resources jointly inventory and briefly <br />summarize recent studies made concerning Colorado's water supply and water needs. <br /> <br />This document is in response to Senate Joint Resolution 94-32 (See Appendix A). The format <br />and numbering system used correspond to that in the resolution. <br /> <br />The objectives of SJR 94-32 are to: <br /> <br />. Inventory the information readily available for each water division of the state <br />regarding water supply, drought periods, anticipated shortages, existing and future <br />needs, compact limitations and other information regarding the efficient <br />management, conservation and preservation of its water resources. <br /> <br />. Identify the nature and extent of information needed to enable the state to make <br />informed decisions regarding the efficient management, conservation and <br />preservation of the water resources of the state. <br /> <br />. Set forth a plan to obtain the information identified above. <br /> <br />. Perform the above activities with existing staff resources. <br /> <br />The approach taken to fulfill SJR 94-32 was as follows: <br /> <br />. Prepare a draft report based on readily available information. <br /> <br />. Obtain review from Division Offices of the Division of Water Resources. <br /> <br />. Obtain Colorado Water Conservation Board and other interested party review. <br /> <br />. Incorporate comments received. <br /> <br />. Prepare a fmal report. <br /> <br />The report contains tables and figures that illustrate, in various ways, Colorado's water supplies. <br />It also contains appendices that describe the sources used and limitations placed on the state's <br /> <br />1 <br />
