<br />3.2 Data Management and Evaluation Tools <br /> <br />There are at least two key components to making informed decisions on management, <br />conservation and preservation of the water resources of the state: data acquisition and data <br />interpretation. The frrst, data acquisition, is described above in terms of data availability and <br />data quality. The second, data interpretation, requires storage, retrieval, and evaluation tools <br />that allow water supply questions to be answered accurately and efficiently. Colorado already <br />has several data management and evaluation programs operating or under development in <br />selected parts of the state. These include: <br /> <br />Colorado River Decision SUpDort Svstem (CRDSS) CRDSS is in the second year <br />of a projected four-year project to develop a relational database and planning tools that <br />will allow key water supply questions on the Colorado River Basin (Divisions 4, 5, 6 and <br />7) to be answered. The principal goal of the CRDSS is to provide the capability to <br />develop credible information on which to base informed decisions concerning <br />management of Colorado River water resources. CRDSS will: <br /> <br />· Develop accurate, user-friendly databases helpful in the administration and <br />allocation of waters in the Colorado River and its tributaries. <br /> <br />· Provide data and models to evaluate alternative water administration <br />strategies that can maximize use of available resources in all types of <br />hydrologic conditions. <br /> <br />· Be a functional system for use by decision-makers and others, and be <br />maintained and upgraded by the state. <br /> <br />· Have the capability to represent current and potential federal and state <br />administrative and operating policies and laws. <br /> <br />· Promote information sharing among government agencies and water users. <br /> <br />South Platte Water Ril!:hts Manaeement Svstem (SPWRMS) SPWRMS development <br />is complete and implementation is beginning as a water administration tool that provides <br />real-time data to assist in the daily management of the South Platte River Basin (Division <br />1). The SPWRMS was designed to facilitate water rights administration and river <br />management decisions in the South Platte River Basin through the following: <br /> <br />· Enhanced transfer and exchange of data between agencies and water users <br />by providing direct user access to the data. <br /> <br />· Monitoring of physical conditions of the basin. <br /> <br />14 <br />
