<br />CHAPTER III <br /> <br />PUBLIC INVOLVEMENT <br /> <br />. <br /> <br />needs and resources of the area, and initiate an interagency planning <br />team to continue the project studies. Registered attendance at this <br />meeting numbered 67 persons, representing nearly 30 different Federal, <br />State, and local agencies, business firms, and independent organiza- <br />tions. The duties, responsibilities, and organization of a planning <br />team were discussed by Bureau personnel. Individual interest and pref- <br />erence for subteam participation was obtained. <br /> <br />Following the meeting, the team was formed consisting of a team <br />leader, reports writer, and seven subteams: economics, fish and wild- <br />life, recreation, social assessment, land use, plan formulation, and <br />problems and needs and public involvement. The team structure and <br />membership are presented in the appendix. The subteam leaders met in <br />Grand Junction, March 12, 1975, to discuss the planning procedures and <br />to receive subteam assignments. <br /> <br />The Meeker Herald, a weekly newspaper in the town of Meeker, pub- <br />lished an eight-page supplement to the June 12, 1975, issue devoted to <br />the Yellow Jacket Project. This supplement presented the history of the <br />project, discussed the water needs of the area, and gave the present <br />status of the planning process. It also urged attendance at a public <br />meeting scheduled for the following Tuesday, June 17, 1975. <br /> <br />Approximately 85 people attended the June 17 meeting, including <br />approximately 20 members of the team. Like the January meeting a large <br />number of agencies, firms, and organizations were represented, but many <br />people were present as interested individuals. All aspects of the <br />Yellow Jacket Project were discussed such as the history of the project, <br />the needs of the area, problems involved in the planning process, and <br />the organization of the team. Reports were received from the various <br />subteams. A public discussion concerning the water needs and associated <br />problems, moderated by the mayor of Meeker, followed the scheduled agenda. <br /> <br />. <br /> <br />Two more MOP team meetings were held during the fall of 1975, the <br />first on September 16 and 17 in Meeker and the second on November 18 and <br />19 in Grand Junction. The first day of the Meeker meeting involved a <br />field inspection of the project area while the second day was used as an <br />initial plan formulation meeting. The Grand Junction meeting was used <br />to develop alternative plans for the project, specifically EQ, NED, and <br />most likely alternative plans. About 35 people attended the first <br />meeting and 39 registered at the second. A majority of those attending <br />both meetings were team members. <br /> <br />The Bureau of Reclamation completed a Progress Report on the Yellow <br />Jacket Project in April 1976 based on the plans developed by the planning <br />team. The purpose of this report was to provide the team and the general <br />public with an up-to-date summary of the results of project planning to <br /> <br />. <br /> <br />20 <br />
