CHAPTER I

SUMMARY

.

planning team representing several agencies. Both plans provided for
the supplemental irrigation of 1,780 acres of land and increased munic-
ipal and industrial water supplies in the Craig area. The economic
emphasis plan provided for the production of 15,000 kilowatts of base
load power. The environmental emphasis plan included a 1,100-acre
waterfowl nesting area.

Feasibility studies have not been initiated on the Upper Yampa
Project. Both Yampa Projects have been designated as units of the Upper
Colorado Resource Study, and are discussed further in Chapter VI.

Non-Federal development proposals

A large number of water development plans have been proposed by
non-Federal entities. These proposals are located throughout the study
area. There is some duplication of ultimate water use among the plans,
and some storage sites are considered by more than one proponent. The
total proposed water supply of all of the plans is several times in
excess of the total flow of the White and Yampa Rivers.

Most of the proposals that have been identified in the White River
Basin are to provide water for use by the oil shale industry. The water
would mostly be used for retorting and processing, but some would be
available for municipal demands created by the industry. Some of the
White River plans include provisions for power production and irri-
gation.

.

The plans proposed in the Yampa River Basin are more diversified.
Generation of electrical energy seems to be the principal purpose.
There are several proposals for hydroelectric generation and some to
supply water for coal-fired steam generation. There are also provisions
in some plans for municipal use, irrigation, and recreation. The non-
Federal proposals that have come to the attention of the Bureau of
Reclamation and the planning team are briefly discussed with the Federal
proposals in Chapter VI.

,
~-...;

.

9
