In order to provide a supplemen- <br /> <br />tal source to accommodate the current and expected growth, they <br /> <br />recommend that two wells be developed in the Roaring Fork River <br /> <br />alluvium and that a pump station and transmission line from the <br /> <br />pump station to the existing system be constructed. Finally, the <br /> <br />consultants recommend that universal metering be installed and that <br /> <br />the usage rate be increased in order to conserve water in future <br /> <br />years. In conjunction with the new well field, the plan includes a <br /> <br />specific sum for a water rights acquisition program. The total <br /> <br />estimated cost for the project is $1,210,000. <br /> <br />RECOMMENDATION AND PRIORITY <br /> <br />The residents of Basalt are currently faced with water short- <br /> <br />ages during peak-demand periods, and they have three annexations <br /> <br />pending that will make these shortages much more severe. The pro- <br /> <br />posed project will solve the problem. <br /> <br />The town can fund approximately $200,000 of the total project <br /> <br />cost, and they anticipate being able to obtain a $200,000 FmHA grant, <br /> <br />a $120,000 Four Corners Regional Commission grant, and a $90,000 <br /> <br />FmHA loan. <br /> <br />The proposed financing is therefore as follows: <br /> <br />Local Funds <br /> <br />$ 200,000 <br /> <br />Federal Grants and Loans <br /> <br />410,000 <br /> <br />. <br /> <br />state Funds (to be repaid <br />by water use charges <br /> <br />600,000 <br /> <br />Total <br /> <br />$1,210,000 <br /> <br />-3- <br />
