In addition, the quality of water <br /> <br />currently being used is unsafe for human consumption. Phase One <br /> <br />would permit at least sufficient water for household purposes. <br /> <br />Phase Two would permit some garden watering and some fire protec- <br /> <br />tion for the residents" <br />The town of Starkville has limited financing capability and <br /> <br /> <br />cannot capitalize a project of this magnitude. In the past, the <br /> <br /> <br />people have done some major work on their system without outside <br /> <br /> <br />help. Also, they have applied for federal assistance but just <br /> <br />missed funding by the Department of Housing and Urban Development <br /> <br />and the Economic Development Administration.
