,

Yamcolo site. All project purposes will be accomplished by regulation
of releases in this reservoir and the utilization of ditches and
diversion structures already in existence along the course of the river.
The proposed Yamcolo dam would be constructed across the Upper
Yampa River with a maximum height of 100 feet and a crest length of
1,920 feet. The dam would form a reservoir of 9,000 acre-foot capacity
with a maximum surface area of 175 acres. The estimated cost of the
project is $3,270,000, Annual benefits are estimated at $364,000.
It is proposed that the Colorado Water Conservation Board con-
struct a portion of the project to the extent of $1,000,000. The board
would then levy service charges in the amount of $43,260 annually for
a period of forty years. Any participation by the board would be
contingent upon the remaining finances being arranged by the district.
RECOMMENDATION AND PRIORITY
It remains to be seen whether or not the proposed water allocations
from the reservoir can be allocated under a firm subscription, and as
to whether or not the remaining financing can be secured. Assuming
however that these problems can be solved, the staff recommends that
this board participate in the construction of the p~oject to the extent
of $1,000,000 as herein described, It is further recommended that this
project be assigned priority number six and so recommended to the 1976
session of the Colorado General Assembly.

FLS:mm

-3-
