<br />':-" ,..- <br /> <br />COLORADO WATER CONSERVATION BOARD <br />102 Columbine Building <br />1845 Sherman Street <br />Denver, Colorado 80203 <br /> <br />January 7, 1976 <br /> <br />YAMCOLO PROJECT <br /> <br />INTRODUCTION <br /> <br />The proposed Yamcolo project is being sponsored by the Upper Yampa <br />Water Conservancy District. The district encompasses most of Routt <br />County and a small portion of Moffat County in the upper reaches of the <br />Yampa River drainage. In past years, various water projects have been <br />investigated in the Upper Yampa valley by the Bureau of Reclamation and <br />other entities. For the most part, these investigations were based upon <br />the supplying of additional irrigation water. Agriculture, coal mining <br />and tourism have long been the basic ingredients of the Routt County <br />economy" However, the construstion of the Hayden power plant added a <br />significant industrial component to the area economy. Tourism has also <br />increased markedly as the result of multi-million dollar expenditures <br />on and around the Steamboat Springs ski areas. <br />The Upper Yampa Water Conservancy District was organized in 1966 <br />with an assessed valuation of $25,250,000. As a reflection of the <br />increased industrial and recreation-oriented industry in the area, the <br />1975 assessed valuation was over $80,000,000. <br /> <br />PROBLEM <br /> <br />The yearly runoff of the Yampa River fluctuates widely. In some <br />years the water supplies are not sufficient to take care of either the <br />existing or projected needs for agricultural, municipal and industrial <br />purposes. There is very little existing reservoir capacity in the upper <br />
