<br />extension of the present water supply. The problem of unmetered uses <br />within the city therefore was raised by the staff. The city officials <br />have long been concerned with the meter problem and have indicated a <br />desire to accomplish the necessary meter installation. The project plan <br />and financial feasibility are therefore based upon the premise that <br />meters will be installed for all water users. <br />PROPOSED PROJECT <br />The selected course of action involves the construction of a five- <br />million gallon concrete tank at a cost of approximately $920,000. It <br />is proposed that this board participate in the construction of this <br />tank to the extent of $460,000. The city would then pay service charges <br />to the board for the use of this tank at the rate of $26,418 per year <br />for twenty-five years. The remaining costs of the tank would be <br />financed through the issuance of municipal bonds or by some other method <br />through the resources of the city. <br />RECOMMENDATION AND PRIORITY <br />Currently the most critical need of the Brighton municipal water <br />system is for additional storage of potable water, Such additional <br />storage must be provided if the city is to continue to provide adequate <br />water service to its citizens, However, the metering of water is also <br />a critical need and should be considered as part of any improvement of <br />the existing water system, <br />It is the recommendation of the staff that the Brighton project be <br />recommended for construction as priority number five and so submitted <br />to the Colorado General Assembly during the 1976 session; provided how- <br />ever, that any funds which may become available from the Colorado Water <br />Conservation Board construction fund not be released for the project <br /> <br />-3- <br />
