Ash and Wildlife and Flood Control,

History and Background:

Planning for the San Miguel Project has been carried out
at various times since the early 1900's. '

When the project was authorized for construction in 1968,
it was contemplated to serve approximately 39,000 acres
and provide 44,000 acre-feet/year of municipal and in-
dustrial water,

Advanced planning studies began In '1971' and were
suspended in 1973 by the salinity impacts moratorium,
and as a result, a significant portion of the Irrigation
service area was deleted from the project. MunIcipal and
industrial waler demand projections have also been
significantly reduced.

To date, a feasible plan (benefits exceeding costs) has not
been Identified. Economic problems associated with the
altemative plans include high construction cost of
highway relocations, high operation and mainlenance
costs including power costs for pumping, high distribu-
tion costs due to dispersed Irrigation service area, and
limited rep'ayment capability,

The Water and Power Resources Service has met several

. :.;' "',.<'-~ ~,,,'

times with the San Miguel Watac. Conservancy District
during the pastfew months to attempt to identify a feasible
plan, These attempts heve been unsuccessful.
