<br />Planning for the San Miguel Project has been carried out
<br />at various times since the early 1900's. '
<br />
<br />When the project was authorized for construction in 1968,
<br />it was contemplated to serve approximately 39,000 acres
<br />and provide 44,000 acre-feet/year of municipal and in-
<br />dustrial water,
<br />
<br />Advanced planning studies began In '1971' and were
<br />suspended in 1973 by the salinity impacts moratorium,
<br />and as a result, a significant portion of the Irrigation
<br />service area was deleted from the project. MunIcipal and
<br />industrial waler demand projections have also been
<br />significantly reduced.
<br />
<br />To date, a feasible plan (benefits exceeding costs) has not
<br />been Identified. Economic problems associated with the
<br />altemative plans include high construction cost of
<br />highway relocations, high operation and mainlenance
<br />costs including power costs for pumping, high distribu-
<br />tion costs due to dispersed Irrigation service area, and
<br />limited rep'ayment capability,
<br />
<br />The Water and Power Resources Service has met several

<br />during the pastfew months to attempt to identify a feasible
