CONTINENTAL DAM <br /> <br />Introduction <br /> <br />The Continental Dam and Reservoir are located on North <br />Clear Creek. a tributary of the Rio Grande River, about 12 <br />miles southwest of Creed. The reservoir was constructed in <br />1925. It has a decreed capacity of 26.716 acre-feet. Water <br />from this reservoir serves agricultural acreage in the San Luis <br />Valley. <br /> <br />Problem <br /> <br />The State Engineer has restricted storage in Continental <br />Reservoir to 15,000 acre-feet due to concern over embankment <br />integrity at higher levels of storage. which concern was <br />prompted by excessive leakage in the embankment. As a result <br />of this restriction, the owners of the reservoir had a <br />feasibility ,study prepared by Hydro-Triad. Ltd.. a Denver <br />consulting engineer, to determine how to have the restriction <br />lifted. That study has now been completed and is the basis for <br />the recommendation on this dam. <br /> <br />Proposed Repairs <br /> <br />The feasibility study examined four alternate solutions to <br />the embankment leakage problem. The recommended alternative is <br />to remove the upstream face of the dam embankment where the <br />leakage paths have been identified and replace this area with <br />an imperious material (clay or plastic material). The total <br />estimated cost of these repairs is $193,OOO~ <br /> <br />Proposed Financinq <br /> <br />The owner has requested. and the Board recommends because <br />of the importance of this reservoir under the Rio Grande <br />Compact, a 100 percent loan: <br /> <br />CWCB loan at 5\ interest <br /> <br />$193,000 <br /> <br />Under this financing arrangement, the company will have to pay <br />the CWCB $12,554.65 per year for 30 years, for a total <br />repayment of $376,639.50. <br /> <br />. <br /> <br />5397E <br />
