<br />. <br /> <br />COLORADO WATER CONSERVATION BOARD <br /> <br />Plateau Creek Pipeline <br />Ute Water Conservancy District <br /> <br />December, 1987 <br /> <br />Introduction <br /> <br />The Ute Water Conservancy District (UWCD) furnishes treated <br />water to essentially all of the Grand Valley with the exception <br />of the City of Grand Junction. Over the past several years. <br />the Colorado Water Conservation Board has provided matching <br />funds for several improvements to the UWCD water system. These <br />improvements included new storage tank construction. <br />transmission line construction, and expansion of the water <br />treatment plant. In keeping with their capital improvement <br />program, the UWeD is once again aSking for financial assistance <br />from the CWCB. <br /> <br />Problem <br /> <br />The UWCD is concerned about the reliability of its 18.6 <br />mile Plateau Creek water transmission line, which transports <br />raw water from the Lower Molina Powerplant tailrace to its' <br />water treatment plant about 4 miles northeast of Palisade. <br />This'pipeline lies in or adjacent to Plateau Creek for <br />practically its entire length. The above normal flows of the <br />last several years have caused several sections of the pipe to <br />be exposed. <br /> <br />The UWCD has had a feasibility study done by Western <br />Engineers, Inc., of Grand Junction to determine the best <br />solution to the problem. That study is the basis for the <br />recommendation for this project. <br /> <br />Proposed Proiect <br /> <br />Western Engineers, Inc. investigated six alternative <br />solutions to the UWCD transmission line problem. The alternate <br />recommended by the consultant is to construct a larger pipeline <br />in phases to replace the existing pipeline. The estimated cost <br />for the recommended project is $16,775.000. <br /> <br />Proposed Financing <br /> <br />The proposed financing for this project is as follows: <br /> <br />Ute Water Conservancy District (Bond Issue) <br />CWCB Loan at 5\ interest <br /> <br />Total <br /> <br />$ 8,775.000 <br />8,000.000 <br />$16,775.000 <br /> <br />. <br /> <br />5291E <br />
