<br />. Douglas Boyer was brought on as the Chief, Dam Safety Branch, through an <br />Intergovernmental Personnel Act (IPA) with the U.S, Bureau of Reclamation after the <br />retirement of Alan Pearson, <br />. Hired a new dam safety engineer, Bill McCormick, in Division 2 to replace Garrett <br />Jackson who transferred to Division 5. (This hire was completed as of October 27, <br />2003). <br /> <br />Interagency coordination occurs as necessary. A Memorandum of Understanding has been <br />executed with the Division of Wildlife (DOW) regarding the responsibilities of each agency in <br />carrying out the safety inspection ofDOW dams. The DOW is making safety inspections of <br />their Class 3 (low hazard) dams. <br /> <br />The Colorado Water Conservation Board (CWCB) makes its construction fund available to assist <br />owners with the repair of their dams. We closely coordinate the review and approval and final <br />acceptance of these dams with the CWCs. <br /> <br />2.3 Roles and Responsibilities <br /> <br />The branch chief has program-wide responsibility for formulating the goals of the program, <br />recommending policies for implementation of the regulations, preparing procedures for carrying <br />out the policies, providing technical guidelines for conduct of the work, communication, training, <br />and coordination. The branch chief directly supervises the Design Review and Construction <br />Inspection Unit activities. <br /> <br />The dam safety engineers' principal duties are to: <br /> <br />1. respond to emergency situations; <br />2. conduct safety inspections of existing dams; <br />3. review the adequacy of spillways under the rules; <br />4, enforce the requirement for emergency planning; <br />5, assist dam owner in developing their Emergency Preparedness Plans (EPP); <br />6, provide design review and construction inspection of repairs and alternations <br />when necessary; and <br />7. investigate complaints on the safety of dams. <br /> <br />Dam safety engineers also investigate the construction of dams in violation of Section 37-87-105 <br />(I) and (4) ofC.R.S, (2002 Supp.) and conduct training on the inspection of dams for Division <br />personnel, dam owners, interested agencies, engineers, and the public, In addition, they review <br />and approve Livestock Watertank and Erosion Control Dam applications and do other related <br />work as assigned. <br /> <br />The design review engineers' principal duties are to review the plans and specifications for the <br />construction, alteration, modification, repair, and enlargement of reservoirs or dams in <br />accordance with Section 37-87-105 ofC.R.S. (2002 Supp.). This involves a comprehensive <br />engineering review of the plans and specifications to assure that a safe design has been <br />developed and to inspect the construction of the dam.
