~ ---".

.

COLORADO WATER CONSERVATION BOARD
721 State Centennial Building
1313 Sherman Street
Denver, Colorado 80203

January 15, 1985

BAUER NO. 1 RESERVOIR PROJECT

BAUER LAKES WATER COMPANY

Introduction

The Bauer No. 1 Reservoir lies about 5 miles north of the
town of Mancos in Montezuma County. This facility is owned by
the Bauer Lakes Water Company. It stores up to 357 acre-feet of
wa ter.

Problem

On June 6, 1984, the dam was inspected by the State
Engineer's Office. During the inspection, various conditions
were observed which might jeopardize the safety of the dam. The
State Engineer's Office thus decided to restrict the water level
in the dam to 5 feet below the spillway crest until adequate
repairs were made. The company's consultant has estimated that
the restriction imposed may cost the shareholders up to $40,000
~ per year in lost crop production.

Feasibility Study

In August, 1984, the Bauer Lakes Water Company submitted an
application to the Board for assistance. The Board subsequently
authorized 50 percent funding for a feasibility study on the
proposed project. The study has now been completed by Roach
Engineering, a Mancos consulting engineering firm, and is the
basis for recommendations on the project.

Proposed Project

The project, as proposed, would entail further investigation
and correction of areas of saturation on the downstream face of
the dam, installation of new outlet works,_ improvement of the
existing embankment, installation of new riprap as required, and
providing a concrete control section to the existing spillways.
The estimated project cost is $100,000. Construction of this
project will not involve any water right problems or issues.

The feasibility study shows that the rehabilitation proposed
will lift the restrictions imposed by the State Engineer's
Office. Delay of the project will deprive the users of valuable
irrigation water and leave the dam safety problems temporarily
unaddressed.

.

215
bl
