For loans with maturities of 20 years or less. but more than 10 years. the rate may be reduced
by one quarter of one percent below the 30-year rate for that category of lending. For loans with
maturities of 10 years or less. the lending rate may be reduced by one half of one percent below the
30-year rate for that category.

In November 1997. the Board changed the rate setting procedure to be based on the average
yield for the 3D-year "A" .\1unicipal Bond for the preceding 12 months. The Board adopted the
follo\ving interest rates for standard loans recommended to the General Assembly in the respective
years of the table.
