<br />Report of The Colorado State Auditor <br /> <br />29 <br /> <br />Currently, construction has <br />not started on 11 projects <br />authorized for a total of <br />$22 million prior to 1988. <br /> <br />Construction has not started on 11 projects that <br />, were authorized for a total of $22 million prior <br />to the 1988 'legislative session. This means <br />that $22 million has been unavailable for <br />funding other projects for four or more years. <br /> <br />Construction Fund Monies Need To Be Monitored <br />Better <br /> <br />Construction Fund monies may not always be available to benefit other or more <br />important projects because projects are not de authorized in a timely manner. For <br />example. monies appropriated to agencies from the state capital construction fund <br />which are not used or encumbered within a three-year period revert to the state <br />capital construction fund. This allows the General Assembly to ensure that funds <br />are used in the most efficient manner. <br /> <br />In the current fiscal environment, there may be <br />The General Assembly less monies available. It is important for the <br />needs to be kept informed. Contacting project sponsors at least annually after authorization of funds <br />to determine if project sponsors plan to proceed with the projects. <br /> <br />b. Documenting the responses from project sponsors, including requests to <br />de authorize projects. <br /> <br />c. Reporting the results of the contacts to the General A~sembly on an <br />annual basis. <br />
