<br />e <br /> <br />e <br /> <br />WATER SUPPLY <br /> <br />The District holds a 565 acre-feet of storage right at the Sams <br />Knob reservoir site for domestic, municipal, irrigation, <br />recreational, industrial and other beneficial uses. The original <br />decree for the Reservoir was entered November 5, 1971, in Case No. <br />5884 of the Garfield County District Court with an appropriation <br />date of March 22, 1967. The District has exercised reasonable <br />diligence in the development of the conditional water rights, and <br />the Water Court has most recently confirmed diligence in Case No. <br />90CW122. Al though the 1967 appropriation date is relatively <br />recent, estimates indicate there is adequate water available under <br />this priority to fill the reservoir in most, if not all years. <br />Detailed evaluation of the water yield is recommended during the <br />feasibility study. For purposes of this report, the annual <br />reservoir yield is assumed to be the reservoir capacity. <br /> <br />RESERVOIR <br /> <br />Table 1 shows the elevation-area-capacity values for the reservoir. <br />The area was taken from the elevation-area-capacity curves on the <br />topographic drawing provided by the District. The capacity at the <br />spillway crest elevation of 8252 feet is 537 acre-feet. The crest <br />of the dam is planned to be at elevation 8267 feet. The stream <br />channel is at elevation 8210 feet. The height of the dam is <br />therefore 57 feet with a water depth of 42 feet to allow 15 feet of <br />freeboard. The outlet pipe will be near the bottom of the <br />reservoir so essentially all of the capacity will be useable. <br /> <br />Pursuant to all agreement entered into on August 13, 1978, the <br />District has agreed with the Board of County conunissioners of <br />Pitkin County, Colorado, that Sam's Knob Reservoir shall include in <br />its design, construction and operation, provisions for maintenance <br />of the minimum stream flow levels on Snowmass Creek immediately <br />below the dam. the maintenance of minimum stream flow levels was <br />determined by the Board of County Commissioners and the District to <br />mean that at all times the District would release from the <br />Reservoir the natural inflow or 12 cubic feet per secondr whichever <br />is less. When diverting through the Snowmass Creek Pipeline, the <br />District would ensure that the outflow from the Reservoir is at <br />least equal to the quantity of water diverted through the pipeline, <br />except when an emergency water need of the District exists. Prior <br />to the preparation of preliminary construction design drawings and <br />specifications of the Reservoir, the District is obligated to <br />consider all feasible alternatives to the construction of the <br />Reservoir consistent with the Pitkin County Land Use Code. The <br />Board of County Commissioners is to be given the opportunity to <br />participate in the study, analysis and review of all such <br />alternatives. The District further agreed to prepare an <br />environmental impact appraisal in the nature of that required for <br />major federal actions by 40 C.F.R. 1500. <br /> <br />Sams Knob Dam <br /> <br />3 <br />
